How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

    About the Role

    This is a defining moment for transport in the East Midlands. As the region's Local Transport Authority, EMCCA is at the forefront of shaping a bold, future-focused Mayor's Transport Plan - driving forward a transformational investment programme worth over £2 billion. This is more than infrastructure; it's a once-in-a-generation opportunity to reimagine how people connect, travel, and thrive across the region.

    We are seeking a Transport Planner to join the Transport Strategy Team, playing a key role in shaping and delivering evidence-led policies and strategies that support EMCCA's ambition to create connected communities.

    This role offers the opportunity to work at the heart of regional transport planning, contributing to high-impact initiatives across a diverse geography, from vibrant urban centres to rural communities including the Peak District.

    Our region is home to award-winning bus companies, an established tram system, the HQ of the new GB Railways, and birthplace of the first workplace parking levy in Europe - this is a region with both track record and vision.

    Key Responsibilities

    Lead and contribute to the development of transport policies and strategies, including the Local Transport Plan and supporting strategies
    Take ownership of day-to-day delivery requirements across transport programmes, ensuring progress from concept through to implementation
    Undertake and lead research activities, developing robust evidence bases to inform policy and strategy
    Interpret and analyse transport data, working with analysts and applying modelling or appraisal techniques to support decision-making
    Prepare high-quality reports, briefings, and presentations for a range of stakeholders
    Support and coordinate project management activity, including planning, documentation, progress tracking, and reporting
    Organise and facilitate meetings, ensuring effective communication, follow-up actions, and stakeholder engagement
    Liaise with consultants, providing direction and ensuring quality outputs aligned with organisational goals
    Support funding and bidding processes, including preparation of written submissions and associated documentation
    Respond to enquiries from stakeholders, local authorities, and members of the public on transport planning matters
    Represent EMCCA at meetings and events, supporting engagement and communication activities
    Contribute to monitoring and evaluation frameworks to assess programme effectiveness and drive continuous improvement
    Stay informed of industry developments, policy changes, and best practice to ensure compliance and innovation
    Provide informal guidance and support to colleagues joining the teamAbout You

    We are looking for an experienced and motivated professional with a strong background in transport planning and policy development. Please note, you do not need to meet every requirement to apply - if you feel you'd be a good fit, we encourage you to put in an application.

    Essential Skills and Experience:

    Proven experience in transport planning, policy development, and strategy delivery within a public sector or relevant environment
    Strong understanding of transport planning principles, systems, and regulatory frameworks
    Demonstrated ability to manage and respond to operational requirements within complex programmes or projects
    Experience leading or contributing to research, data analysis, and report writing
    Ability to interpret transport data and contribute to evidence-based decision-making, including familiarity with modelling or appraisal techniques
    Experience developing and communicating policies and strategies aligned with organisational objectives
    Strong project coordination and organisational skills, with the ability to manage competing priorities
    Excellent written and verbal communication skills, with confidence engaging diverse stakeholders
    Proven ability to build effective working relationships and collaborate across organisations
    Proficiency in relevant IT systems, including Microsoft Excel and project management toolsDesirable:

    Experience using Geographic Information Systems (GIS)
    Experience assessing transport initiatives for feasibility, value for money, and community impact
    Understanding of the political and policy landscape influencing transport decisions
    Experience in funding or bid development processesQualifications

    Degree (or equivalent experience) in transport planning, civil engineering, urban planning, geography, or a related discipline
    Membership of, or willingness to work towards membership of, a relevant professional body such as RTPI, CIHT, IHE, or CILTWhy Join EMCCA
