We are seeking an experienced Interim Asset Management Lead to take ownership of a 5-year Housing Asset Investment Plan, ensuring investment priorities are evidence-based, deliverable, and aligned to compliance, resident safety, and long-term value for money.
This is a key leadership role, bringing together intelligence from housing services, stock condition data, fire and building safety programmes, and regulatory requirements to develop a robust and prioritised investment programme. The successful candidate will act as the critical link between asset planning and capital delivery, ensuring plans are fully developed for implementation.
You will bring substantial experience in housing asset management within a local authority, ALMO, or registered provider environment, with a strong track record of translating data and compliance requirements into practical investment plans.
Essential experience and skills
- Degree or equivalent professional qualification in asset management, building surveying, construction, housing, or a related discipline.
- Significant experience in housing asset management within a social housing environment.
- Proven experience developing medium-term asset investment plans.
- Strong knowledge of stock condition, lifecycle planning, and planned maintenance.
- Good understanding of fire safety, building safety, and statutory housing compliance requirements.
- Experience using asset data systems to inform investment decisions.
- Ability to develop plans to a level suitable for handover to capital delivery teams.
- Experience working across housing, compliance, finance, and delivery functions.
- Strong communication skills, with the ability to explain complex asset issues to non-technical stakeholders.
- Experience preparing reports and recommendations for senior leadership.
- Ability to challenge existing approaches and implement pragmatic, sustainable solutions.
- Experience improving asset planning processes and data quality.
- Experience managing competing priorities and making informed, risk-based decisions.
- Experience working in a politically sensitive or highly regulated environment.
- Line management experience within a professional or technical setting.
Key responsibilities
Strategic Asset Planning
- Lead the development and ongoing review of a 5-year Housing Asset Investment Plan covering major components, compliance programmes, and planned improvements.
- Translate organisational, housing, and regulatory priorities into a clear, evidence-based investment strategy.
- Balance safety, compliance, stock condition, resident outcomes, and financial sustainability within investment planning.
- Maintain clear assumptions, risks, and dependencies to support effective decision-making.
Data, Intelligence and Evidence
- Take ownership of the stock condition survey programme, ensuring asset data is accurate, current, and fit for strategic planning.
- Use asset intelligence to model investment scenarios, risks, and long-term liabilities.
- Apply continuous improvement principles to stock condition data and planning processes.
- Develop 1-year, 3-year, 5-year, and 10-year investment plans and associated programmes of work.
Safety and Compliance
- Embed fire safety, building safety, and statutory compliance as core drivers of investment planning.
- Work closely with compliance and safety leads to ensure actions are prioritised, costed, and built into the investment plan.
- Ensure alignment with relevant legislation, regulatory standards, and sector best practice.
Stakeholder Engagement
- Collaborate with Housing Management, Compliance, Finance, and Capital Delivery teams to shape an agreed and deliverable investment programme.
- Act as the professional interface between asset planning and delivery teams, ensuring scope and intent are clearly understood.
- Provide high-quality advice, analysis, and reporting to senior leaders and stakeholders on priorities, risks, and performance.
Financial Planning and Value for Money
- Work closely with Finance to align investment planning with business planning and capital funding availability.
- Ensure investment decisions reflect value for money, whole-life cost principles, and long-term sustainability.
- Support funding bids and contribute to wider financial planning activity where required.
Leadership
- Provide professional leadership across asset management activity.
- Line manage and develop asset management staff, setting clear expectations and standards.
- Promote a culture of evidence-based decision-making, collaboration, accountability, and continuous improvement.
