How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

Leeds / Hybrid Full time / Permanent - 37 hours per week

    Closing date – 4 May at 23:55

Please note that the Combined Authority will consider requests for part-time working and/or job share. With ambitious goals, the Combined Authority is looking for dedicated Project Managers who are ready to make a real impact as part of our expanding Regeneration Service. As a Senior Project Manager, you will play a pivotal role in delivering a diverse portfolio of projects across either our Housing team or the Culture & Employment team, which sit within the wider Regeneration service. You will play a key role in delivering impactful projects that shape the future of our communities supporting the mayor’s vision to create ‘A brighter West Yorkshire’ – that works for all.

With a clear focus on project management and programme delivery from a placemaking and regeneration perspective, as Senior Project Manager you will adopt a commercial approach to public sector funding, managing funding agreements and overseeing a diverse range of high-profile projects. Based in West Yorkshire, you will be at the forefront of delivering housing and regeneration schemes, creating sustainable, thriving places for people to live and work.

Previous experience in this area of project management is key, as you will be responsible for transformational growth through managing capital budgets relating to government funded schemes, initiatives, and regeneration-led activity. You will have previously worked in partnership with a variety of stakeholders to deliver capital projects, ideally but not essentially in a political context. This includes developing a commercial approach to funding agreements and contracts, managing risk, and ensuring compliance with organisational processes.

    Our Offer

    · Work your way – From flexible and agile working options, including a generous flexi-time scheme to help you balance your personal life and career.

    · Time to recharge – Enjoy 28 days of annual leave (with increases based on length of service), plus all Bank Holidays.

    · Free greener travel across West Yorkshire – Cover your commute sustainably with unlimited free bus and rail travel using the MCard (Zones 1–5).

    · Secure your future – Benefit from a highly competitive Local Government Pension Scheme.

    · Investing in you – Take advantage of fully funded professional development, regular training, and up to 3 paid volunteering days per year.

    · Grow with us – Incremental salary progression for most roles and annual cost of living increases.

    · Family first – We offer enhanced parental and bereavement leave, plus other family-friendly policies to support you when it matters most.

    · Your wellbeing, our priority – Access 24/7 free confidential counselling services and the Headspace app for you and up to 5 family or friends.

    · Modern workspace in a prime location – Work in bright, contemporary offices just a 2-minute walk from Leeds Train Station, fully equipped with the latest tech.

    The Role

Reporting into the Development Manager, your key responsibilities will include:

    · Lead and manage major economic and transformational projects, ensuring alignment with business cases, strategies, and policies at the Combined Authority.

    · Oversee land, commercial and grant negotiations, while working with external partners to ensure project alignment with regional economic growth and regeneration objectives.

    · Be the lead representative for the Combined Authority for your functions and be a visible senior officer.

Please review the Role Profile for more information about the responsibilities.

    About You

You will have the following key skills, attributes, education and experience:

    · Demonstrable experience of leading and managing housing, regeneration or placemaking capital projects or land/property developments.

    · Ability to negotiate and take a commercial approach to the management of funding to third parties, whilst working partnership to achieve results.

    · Experience of managing commercial contracts and negotiations, which could include property acquisitions, leases, legal security and overage, and knowledge of legal complexities of site assembly to bring forward delivery of capital works.

    · A degree in a relevant field, or relevant demonstrable practical experience performing in a similar role.

    · Proven project management skills, with knowledge of a variety of techniques and good practice, and experience of business case development.

    · An understanding of contractual mechanisms to safeguard public investment is desirable.

    To Apply

If this sounds like your next role, please complete the application form and tell us within the supporting statement why you would be a great fit for our role and how your skills, knowledge and experience align with the requirements within the Role
