We are looking for a Technical Project Engineer to join us at our Capenhurst site. In this role, you will provide hands‑on engineering planning and analytical support to help Engineering and Design Authority (E&DA) deliver its portfolio commitments.
You will be responsible for building and maintaining a function‑wide view of E&DA demand versus capacity, identifying bottlenecks, highlighting delivery risks and producing decision‑ready insights for E&DA leadership. This is a delivery‑focused role centred on maintaining and improving planning baselines, data quality and reporting rhythms.
You will own the E&DA functional planning baseline and associated analytics products, ensuring they are aligned with PMO and Project Controls’ project‑level schedules and overall portfolio governance while avoiding duplication of project planning activity.

What you’ll do:
Demand and Capacity Planning
Create and maintain the integrated Engineering view of demand versus capacity across programmes, projects and work packages.
Maintain resource profiles by discipline, skill and grade, identifying capacity gaps, bottlenecks and mobilisation requirements.
Data Integration and Quality Management
Consolidate and reconcile data from authoritative systems (e.g., P6, PMO schedule outputs, HR resource data) into a controlled dataset.
Define refresh cadences, validate inputs, resolve data quality issues and maintain clear, traceable assumptions and definitions.
Planning Standards and Methodology
Implement consistent planning methods aligned with PMO and Urenco processes, including WBS dictionaries, calendars, coding structures, milestone logic and reporting cadences.
Support consistency of Engineering deliverables and the interface with EVM‑aligned reporting.
Alignment with PMO and Project Controls
Work closely with PMO and Project Controls to ensure alignment between project‑level schedules and Engineering functional baselines.
PMO/Project Controls own integrated project schedules; this role owns Engineering functional baselines, resource/capacity analytics and Engineering‑side planning standards.
SQEP Coverage and Workforce Insights
Build practical SQEP coverage views for critical roles and specialisms.
Identify single points of failure, mobilisation constraints, succession risks and workload concentration, working with Engineering Managers to address gaps.
Deliverables, Milestones and Assurance Mapping
Map Engineering deliverables, assurance hold points and key interfaces to PMO milestones.
Ensure dependencies are visible, consistent and portfolio‑wide without recreating project plans.
Forecasting, Trend Analysis and Risk Insight
Track trends and produce forward‑looking forecasts covering demand/capacity, milestone confidence and backlog health.
Quantify the impact of mitigation options such as re‑sequencing, resource moves or scope adjustments, and escalate risks promptly with recommended actions.
Reporting and Dashboard Development
Build and publish dashboards and concise narrative reports (e.g., monthly Engineering Planning Pack) covering demand/capacity, bottlenecks, SQEP coverage, milestone confidence and decisions required.
Ensure outputs are consistent, comparable and clearly understood by stakeholders.
Training, Coaching and Stakeholder Support
Provide practical training and coaching for Engineering leaders and PM stakeholders on how to interpret dashboards, understand assumptions and use insights to drive action.
Continuous Improvement and Process Enhancement
Improve templates, definitions, workflows and automation (where appropriate).
Document changes, ensure adoption and focus on incremental improvements that enhance reliability and reduce manual effort.
What do you need to thrive in this role?
Education
Essential: Degree (or equivalent experience) in Engineering, Project Controls, Operations Research, Data/Analytics or a related discipline.
Preferred: Planning or analytics certifications (e.g., APM, PMI‑SP, BI‑related certifications).
Tooling Skills

Primavera P6
Excel (Power Query, Power Pivot, ideally VBA)
Power BI
Preferred:
SAP reporting interfaces
Power Automate for workflow integration
Experience
Experience in planning, project controls, engineering planning or a similar delivery role within a regulated, safety‑critical or asset‑intensive environment.
Ability to build and maintain resource demand and capacity models (by discipline, skill and grade), including bottleneck analysis and scenario planning.
Experience establishing and managing data governance across multiple authoritative systems (e.g., data definitions, coding standards, refresh cadences, auditability).
Confident stakeholder engagement skills, with the ability to challenge assumptions constructively, influence decisions and drive adoption of planning standards and reporting outputs.
