How our sorting works

The order in which job vacancies are displayed is determined by a composite score based on the following factors:

  • Keyword Relevance: How well your search terms match the vacancy details. We prioritize matches found in the job title, followed by job requirements, location names, and educational levels. Matches within general employer information or the organization's name carry a lower weight.
  • Commercial Prioritization (Premium Jobs): Vacancies paid for by employers ('Premium' or 'Sponsored') receive a ranking boost and will appear higher in the search results.
  • Recency (Date Relevance): Newer vacancies are prioritized. The relevance score of a vacancy is reduced by half once the posting is older than 30 days.
  • Proximity (Distance Relevance): Vacancies located closer to your search location are ranked higher. For vacancies located more than 30 km from the search center, the relevance score is halved.
The final ranking is established by multiplying all these individual factors to calculate the total relevance score.

Head of Service – Children’s Reform and Transformation (Swindon)

Swindon Borough Council is seeking a visionary leader to drive the future of Children’s Services. This is a high-impact role designed for a strategic expert capable of translating national care reforms into operational excellence.

At SW Locums, we specialize in helping Social Workers and senior practitioners find roles that match their expertise. We are proud to support Swindon in securing a leader who will shape the landscape of family support and child protection for years to come.

    Key Responsibilities

As the Head of Service, you will be fully responsible for the delivery and performance management of the Family Families Programme (FFP) and wider care reforms.

    *

Strategic Leadership: Set short, medium, and long-term objectives to improve business performance and children's outcomes in line with "Swindon 2028."

    *

Reform & Innovation: Lead the roadmap for implementing national social care reforms, co-designing new models for Early Support, Multi-agency Child Protection, and Kinship support.

    *

Inspection Readiness: Lead action planning for DfE requirements and inspection outcomes, ensuring all statutory responsibilities (Section 11, Working Together 2023) are met.

    *

Partnership & Governance: Maintain robust governance structures and work closely with Health, Education, and Police partners to strengthen integrated working.

    *

Financial Oversight: Develop business cases, maximize grant funding opportunities, and manage the deployment of resources and budgets effectively.

    Professional Requirements

    *

Proven Experience: Significant recent experience leading sustained change and transformation within Children’s Social Care.

    *

Expertise: Deep technical knowledge of best practices with children and families.

    *

Visionary Mindset: Ability to use data and feedback to evidence impact and refine service delivery.

    *

Collaboration: Exceptional skills in co-production, engaging staff, families, and young people in the development of operating models.

    Offer and Benefits

    *

Pay Rate: Up to £46.00 per hour.

    *

Impact: A developmental role with the opportunity to represent Swindon on local, regional, and national platforms.

    *

Support: Access to SW Locums’ specialized network and dedicated support for senior social work professionals.

Drive the change. Improve the outcomes. Lead the reform.
