    Job description

    About the role
    The role requires legal accountability for delivering high-quality services to vulnerable individuals in their own homes, ensuring their safety, dignity, and well-being. This includes maintaining compliance with all statutory obligations, upholding regulatory standards, and fostering ethical service provision. Additionally, the position involves providing leadership coverage in the absence of both the CEO, ensuring continuity in decision-making and operational oversight to sustain organisational effectiveness.
    Though the position does not have direct line management of care staff, they are responsible for upholding the high standards required by local councils and CQC, in addition to other authorities and therefore should work closely with the Head of Care Services to implement best practice and standards across the organisation.
    Responsibilities
    Ensuring the provision of high-quality services to vulnerable people in their own home
    * To ensure that all Service Users undergo appropriate initial assessments including care needs assessments and health and safety risk assessments
    * To ensure that appropriate records of assessments are maintained and that actions required to mitigate risks are carried out.
    * To ensure that appropriate records are kept within the Service Users home
    * To ensure that Service Users and their informal Carers are consulted during the care planning and throughout service provision ensuring personalization
    * To ensure the effective management of Complaints, Compliments and Comments, including remedial action and record keeping
    * To respond as per Company policy and procedure to allegations of abuse
    Monitor to ensure legal requirements for staff support are carried out
    * Staff are required to have supervision (3monthly), appraisal (annually) and one spot check in the home annually.
    To ensure all statutory obligations are met
    * To ensure all care staff successfully complete all training required to meet the fundamentals of CQC
    * Responsible for reporting, including the management and administration of the Quality Management System.
    * Responsible for managing the quality feedback framework for families.
    * Management of the risk assessment register
    * Responsible for monitoring the contracts alongside the Head of Care Services
    * To ensure that appropriate records are kept relating to all care staff and Service Users according to CQC and the LAs
    * To ensure that Service User reviews are carried out and recorded in line with the requirement of the Fundamental Standards of CQC and the Local Authority
    * To build and maintain positive working relationships with colleagues, commissioners and partners
    * To be aware of Key Performance Indicators and to address areas of poor performance in Care Services delivery
    Training and Development
    * Identify training needs and options to meet those needs
    * Undertaking periodic training appropriate to the role
    * Be familiar and stay up to date with the knowledge and skills required to meet the needs of the people who use their service
    * Remained informed and engaged on all relevant matters relating to service user’s care
    Leadership
    * Retain the full confidence of the registered provider
    * Provide positive leadership
    * Promote an open, positive and inclusive culture
    * Create a positive working environment that promotes the health and wellbeing of staff
    * Maintain good relationships with Service Users
    * Maintain their knowledge and a commitment to equal opportunities
    * Represent the Company to other bodies with which it works
    * Relate professionally to a wide range of individuals and organisations
    * Co-operate fully with CQC and other regulatory bodies
    * Ensure that responsibilities are clear and that control measures (KPIs) are in place to monitor quality, performance, risks and that regulatory requirements are understand and implemented.
    Other duties
    To ensure registration with CQC as Registered Manager for Oxfordshire Crossroads covering Oxfordshire, Windsor, Maidenhead, Ascot and West Berkshire
    To advise the CEO of any significant concerns or serious incidents that may have an adverse effect on a Service User, member of care staff and/or the reputation or viability of the Organisation.
    To assist inspection teams from CQC and The Local Authority with support from senior management
    To take on the role of Caldecott Guardian.
    The postholder may be required to take the lead on special projects as agreed with their line manager
    Be a key point of contact during business development activities.
    Responsible for being the Caldicott Guardian for the organisation
    Support the Data Protection Officer with Data Protection obligations and objectives.

    Candidate requirements
    Hold a relevant qualification and registration with CQC
    Strong communication skills
    Ability to implement and execute training programmes, where necessary
    Ability to influence key decision makers
