    Job description

    Lincoln Cornhill is proud to be working with a District Council based in the South East to source a permanent Deputy Head of Housing. The salary for the role is paying between £69,000 - £73,000 per annum depending on experience. You will be required to work on site three days a week.


    Deliver a safe, compliant and customer focused and consumer aligned Housing Service, overseeing a number of key functions, including Housing Management & Income, Housing Needs & Allocations, Property Services, Repairs & Maintenance and Business Support.


    The range of function which are covered include:

    • Demonstrate leadership and strategic delivery by supporting the Head of Housing with delivery of the Housing Strategy, HRA Business Plan and service plans.
    • Contribute to long‑term planning and policy development.
    • Provide exceptional people leadership by developing, supporting and coaching resilient, high‑performing teams, leading all aspects of recruitment, performance and workforce management, and building confident managers through mentoring and professional development.
    • Foster a culture of respect, inclusion, learning and continuous improvement where colleagues are empowered to deliver excellent services.
    • Demonstrate operational excellence by delivering high performing, compliant and customer focused services across all housing functions and maintain high quality policies and procedures aligned to best practice.
    • Drive innovation and continuous improvement across Housing by championing modernisation, digital solutions and smarter workflows that enhance customer experience, strengthen compliance with Consumer Standards, and use performance data, customer feedback and regulatory insight to identify gaps and deliver effective improvement plans.
    • Strengthen engagement and partnerships by representing Housing Services confidently across internal and external forums, committees and partnership boards, and by building effective relationships with elected members, residents, communities and key stakeholders.
    • Provide leadership of contract management and procurement by commissioning high‑quality, value‑for‑money services, ensuring robust supplier performance, compliance with procurement regulations, and effective commercial oversight that mitigates risk and drives continuous improvement across Housing services.


    Experience and skills required:

    • Relevant housing qualification, CIH Level 4 or above or equivalent
    • Evidence of ongoing professional development
    • Significant experience in social housing within a Local Authority or Registered Provider
    • Strong track record of driving service improvement and delivering measurable outcomes
    • Experience aligning services to regulatory requirements, including Consumer Standards
    • Strong understanding of social housing legislation, regulation and Consumer Standards, including Housing Ombudsman Complaint Handling Code, Consumer Standards April 2024 and Damp, mould and building safety responsibilities
