Project Background The International and European Law Programme (’LAW Programme’) at The Hague University of Applied Sciences (’THUAS’) is working on adapting its strategic directions about the use of AI and its implications for education, in particular concerning the skills and knowledge required of future HBO legal professionals.
In the context of this strategic development, the LAW Programme is undertaking a project consisting of two phases:
(1) a mapping, scoping, and forecasting analysis of current and emerging trends in the fields of Legal Tech (the use of technology in legal practice) and Law & Tech (regulation of digital technologies); and (2) the development of a new educational design in these fields informed by the insights and findings generated through the mapping, scoping, and forecasting phase.
Scope of the Work Assignment
The Law Programme is seeking a consultant for the first phase of the project to conduct a forward-looking analysis of how digitalization and the use of AI are transforming the legal profession. Based on this analysis, the consultant will formulate strategic directions and recommendations for the LAW Programme’s education, applied research, and professional network activities in the fields of Legal Tech and Law & Tech.
Tasks and Key Responsibilities
The consultant will be responsible for:
Mapping and reviewing the current Legal Tech / Law and Tech ecosystem – with a special focus on the Netherlands and Europe. This includes an analysis of current trends relevant for educating our students for jobs in the future, key actors and stakeholders, (teaching and research) activities of other (HBO) educational institutions active in these fields, and potential funding/ grant opportunities. The precise scope will be defined in consultation with the Law Programme.
Conducting a scoping and forecasting review of the knowledge and skills the HBO law graduate of the future will need. The findings will inform the further development of the educational framework of the LAW Programme in the Legal Tech and Law & Tech fields.
Mapping and reviewing the existing educational units of the LAW Programme on Law & Tech and Legal Tech to identify gaps and define future directions.
Organizing and facilitating scoping sessions with internal THUAS staff and external experts in the field of Law & Tech /Legal Tech to define strategic priorities and directions. In preparation, the consultant will draft a background note to frame the discussion.
Sharing the knowledge and insight acquired through the project during predefined LAW Programme’s internal meetings.
Deliverables
The consultant will deliver:
A background note to serve as the preparatory document for the scoping sessions. Details will be decided in consultation with the LAW Programme.
A mapping, review, scoping, and forecasting report that will provide input for the further development of the educational framework in these areas. Details will be decided in consultation with the LAW Programme.
A white paper that the LAW Programme could use to position itself in the Legal Tech/Law & Tech ecosystem in the Netherlands and Europe. Details will be decided in consultation with the LAW Programme.
Interim and final presentations to the LAW Programme team, presenting interim conclusions, key findings, and final recommendations.
Qualifications and Expertise
At least 5 years of relevant academic and/or practice-oriented experience in the field of law, technology, and innovation. Hands-on experience with, or direct exposure to, legal tech tools in, for instance, law firms, in-house legal teams, or legal tech providers is an asset.
Demonstrated knowledge of the current state of the art and emerging developments in the field of Legal Tech and Law & Tech.
Experience in conducting mapping, scoping, and forecasting analysis in the field of law, technology, and innovation.
Excellent research, analytical, and writing skills, with a strong track record of producing high-quality strategic reports.
Strong facilitation skills and ability to lead scoping sessions with diverse stakeholders (e.g. Academics, researchers, practitioners, policymakers).
Knowledge or familiarity with Dutch higher education is an asset.
Fluency in Dutch and English.
The consultant is expected to deliver the above output by the end of June 2026. The work assignment is for about 130-150 hours.
