Vacaturebeschrijving

Senior Engineer, Service Exploitation and KPIs, IRIS2

IRIS2 is the new European Union secure satellite constellation. This project is the European Union's answer to the pressing challenges of tomorrow to provide secure connectivity services and enhanced communication capacities to the EU and its Member States as well as to governmental users, private companies and European citizens while ensuring high-speed internet broadband to cope with connectivity dead zones.

SES – together with other consortium partners and core members – was selected by the European Commission to build and to operate the IRIS2 multi-orbit satellite constellation. The IRIS2 team enters the next project phase and there is a strong need for support for all the activities around service provisioning and products that the system can offer in the future.

ROLE DESCRIPTION

You will be part of an agile project organization where a flexible way of working and an adaptive mindset is required. You will be responsible for guiding the strategic allocation of satellite resources, particularly in government and commercial contexts, as well as for developing and implementing performance metrics (KPIs) for the IRIS2 services. This role requires a highly analytical individual with strong commercial acumen, capable of collaborating with multidisciplinary teams, aligning technical capabilities with strategic objectives, and ensuring that resource utilization and service performance reflect the expectations of the different stakeholders.

You will be responsible for (this is not an exhaustive list):

  • Capacity Plan Development
    • Lead the update of the Capacity Plan, defining resource assignments for each stakeholder involved in IRIS2 capacity allocation.
    • Establish governance policies for using government capacity, including arbitration, prioritisation, and usage restrictions where necessary.
    • Collaborate with satellite operators, engineering teams, and commercial stakeholders to ensure resource distribution aligns with contractual and regulatory requirements.
  • Service Performance KPI Framework
    • Drive the development of the Service Performance KPI document for IRIS2, working with relevant stakeholders (technical teams, commercial partners, and governmental bodies like EUSPA or European Commission).
    • Define clear, measurable KPIs for multiple IRIS2 services, outlining methodologies for data collection, measurement frequency, and reporting mechanisms.
    • Set target values for each KPI, ensuring alignment with broader organizational and service-level objectives.
  • Cross-Functional Collaboration
    • Engage with internal and external stakeholders—such as System Engineering, Product Management, Operations, and Customer’s representatives—to gather requirements and integrate feedback.
    • Facilitate workshops and meetings to refine allocation strategies, resolve conflicts, and drive consensus on key decisions.
    • Serve as a liaison between technical experts and commercial or governmental stakeholders, translating complex requirements into actionable plans and vice versa.
  • Strategic Planning and Execution
    • Develop and maintain a long-term vision for IRIS2 services and capacity optimization, balancing current demands with future capacity expansions and innovations.
    • Recommend continuous improvements to resource allocation policies, prioritization rules, and KPI metrics based on data-driven insights and emerging market requirements.
    • Develop and maintain contingency planning scenarios in coordination with relevant technical and commercial stakeholders.
    • Monitor ongoing capacity usage and performance metrics, proposing adjustments to the utilization plan or KPI targets as necessary.
  • Documentation and Reporting
    • Produce clear, comprehensive documentation (Utilization Plan, KPI frameworks, periodic reports) that can be understood by both technical and non-technical audiences.
    • Provide regular status updates to senior leadership and relevant committees, highlighting potential risks, mitigation strategies, and performance trends.
YOUR PROFILE

Must have:

  • Engineering bachelor’s degree or demonstrable equivalent work experience in lieu of formal qualifications.
  • Minimum 5 years professional experience with experience in capacity management and/or optimisation of satellite utilisation.
  • Technical knowledge of platform technologies, satellite technology, satellite network operations and earth stations is a plus.
  • Good understanding of CRM and financial tools is a plus.
  • Strong computer literacy.
  • Programming skills in Java, Python, R, Excel/VBA and/or MATLAB is a plus.
  • Experience with PowerBI is a plus.
  • Fluency in English (any other language being an asset).
  • Eligibility for ESA/EU SECRET personnel security clearances is essential. Candidates must be prepared to undergo a security clearance procedure, as this position may require holding such a clearance.
Nice to have
  • Willing to work at least 60% onsite from office.
  • Travel as required for project realization purposes.
