About the job:
Based in The Hague in the Netherlands, you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join the Chief People Office (CPO) that provides a solution-oriented service ensuring strategic human capital insight is executed to enhance timely and effective decision making to achieve the overall Agency’s goals and strategy. CPO establishes and administers policies, guidance and the best practices across workforce management, talent acquisition, talent management and staff services.
We are looking for a driven and enthusiastic HR Excellence Lead who will take on the following roles and responsibilities:
- Coordinate on the People Strategy, ensuring that it aligns to the goals of the NCI Agency and the wider NATO Mission whilst supporting the needs of our people.
- Keep up to date with the latest HR trends and where applicable, implement solutions for CPO to enhance processes and services, with a specific focus on risk management and audit measures.
- Develop and execute a comprehensive communication strategy for HR initiatives.
- Ensure the CPO leadership team are able to deliver their goals by removing blockers and providing internal coordination.
- Be the sounding board for the Chief People Officer and quickly translate thoughts and ideas into tangible plans.

About you:
The valuable knowledge and experience that you bring to this role are:
- A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and a minimum of 3 years of HR experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in HR.
- Proven experience with a breadth of HR topics, showcasing comprehensive knowledge of HR best practice.
- Strong strategic mindset with the ability to align HR initiatives with organisational goals and to translate them into operational plans.
- Proven track record in driving HR projects and programs to successful completion.
- Fluency in English, both written and spoken.
