The Government Affairs Senior Manager for BeNeLux will be an experienced government affairs professional with strong strategic and execution skills. The Senior Manager will work with measurable business impact in a fast-moving and challenging policy environment to build and evolve the government affairs strategy and function as part of the Gilead team.
This role will serve as a critical link connecting national external affairs stakeholders and governments with Gilead/Kite and identifying mutual areas of interest between the company and policymakers, in an effort to advance the healthcare needs and expectations of these stakeholders.
The role
The Government Affairs Senior Manager for BeNeLux will be an experienced government affairs professional with strong strategic and execution skills. The Senior Manager will work with measurable business impact in a fast-moving and challenging policy environment, will build and evolve the government affairs strategy and function as part of the Gilead team.
This role will serve as a critical link connecting national external affairs stakeholders and governments with Gilead/Kite and identifying mutual areas of interest between the company and policymakers, in an effort to advance the healthcare needs and expectations of these stakeholders.
Leadership
- Deliver leadership as an active member of the External Affairs team, supporting the cluster and government affairs strategy and activities.
- Work as a strong partner with the Market Access Directors, General Manager, the Leadership Team and the broader BeNeLux team on cross-functional and government affairs opportunities and challenges.
- Engage with political stakeholders (including government, parliament and regional political stakeholders) to shape and drive relevant policy debates and legislation in areas of interest for Gilead in BeNeLux and meet clearly defined KPIs.
- Work on government affairs issues across the ACE Midsize Market region as an active member of the regional and International Government Affairs Team.
Core Tasks and Responsibilities
- Develop and implement innovative and industry-leading governmental affairs policy, collaboratively strategy and activities to support the objectives of Gilead BeNeLux.
- Manage strategies, initiatives, operations, and activities on national and regional health policy and pharmaceutical policy and legislation.
- Monitor the legislative/regulatory environment with the objective of providing Gilead’s management with sophisticated information and options on dealing with developments so that our interests are achieved.
- Partner with external stakeholders and create a positive reputation for Gilead among national and regional parliamentarians and members of the government, advisors, and the political environment, for the purpose of facilitating and enhancing Gilead’s mission.
- Lead our work to shape the external environment with trade associations and industry platforms together with the GM, the Market Access Director and the Leadership Team.
- Work and align with other members of the government affairs department as well as other Gilead departments in BeNeLux and internationally. Ensure that government affairs initiatives and policy objectives are fully aligned with Gilead’s business priorities, and help Gilead identify opportunities to work with policymakers to advance our mission.
Knowledge, Experience and Skills
- Typically requires a BSc or BA degree, with prior experience in government, government affairs, public affairs or policy role.
- Strategic thinker with ability to formulate, develop and execute on agreed strategies including knowledge of the healthcare systems in the Netherlands and Belgium and key policies relevant for pharmaceutical market access for highly innovative medicines. Additional knowledge of Luxembourg healthcare systems is preferred.
- Experience in Netherlands and Belgium and preferably also Luxembourg value and access policies and in reimbursement policy is desirable.
- Ability to build and develop effective relationships with members of healthcare, business legislative, regulatory and policy community. Ability to build alliances with patient advocacy groups and other relevant NGOs working closely with Public Affairs.
- Experience in cross-functional teamwork to create a policy environment where the policymakers’ value, reward and support timely access to our innovative therapies is preferred.
- Sound business judgment and analytical skills.
- Ability to work in a matrix organization.
- Excellent verbal, written, and interpersonal communications skills.
- Experience with budget and project management.
- Must be fluent in English and Dutch verbally and in writing. Preferably fluent in French.
