    Function Title: Welfare Officer (1 post) - NOC - MA-2017-AST/099Location: Maastricht DIRECTORATE / SERVICEMaastricht (The Netherlands) - Maastricht Upper Area Control Centre (MUAC) – DIR/PO (Process Owners) - assigned to Support Services Delivery (SSD) with functional reporting line to Service for Prevention and Protection at work (DG/SPP) Group of grades: AST3-5 DIRECTORATE CONTENTWithin the Directorate General, the Service for Prevention and Protection at Work (SPP) is responsible for the implementation of European and national legal and regulatory provisions concerning wellbeing at work and all prevention measures and activities through the establishment of a dynamic risk management system in the following areas: safety in the workplace, protection of the health of staff, psychosocial aspects, ergonomics, hygiene in the workplace, improvement of the workplace and the environment. The mission of the service is to ensure that all staff members, contractors and visitors benefit from a workplace offering the best health and safety conditions and to take measures to prevent accidents at work and occupational diseases. JOB RESPONSIBILITIESThe successful candidate will:provide confidential counselling to staff members experiencing personal, family or professional difficulties, and help resolve them, including taking prompt action where needed in difficult circumstances;provide assistance, in a multilingual and multicultural environment, to serving staff, pensioners and their families, including integration of new arrivals into their work environment and host country;develop a partnership, consultation and cooperation with relevant internal services (e.g. Directorate Resources, management) and administrations of the host country;advise management and participate, as a specialist in their area of competence, in initiatives, projects, working groups and processes concerning social and psychosocial policies and their implementation (e.g. harassment, reintegration) so as to improve the quality of the work environment and of the wellbeing of staff;assist staff on an informal basis in case of concerns on psychosocial matters (including facilitating between different parties if appropriate)contribute to the network of persons of confidence, align approaches and contribute to statistics of cases, meeting the applicable national legislative requirements;initiate social-medical consultation with the Medical Service to define the most suitable approach in order to provide assistance and support to staff who are absent from work;coordinate with the other disciplines of the prevention service based in Maastricht: the medical pillar and the SHE pillar (safety, health and environment) and ensure proper liaison of the consultants working for these pillars and MASUAC.perform any other task in line with the main purpose of the job. REQUIRED PROFILEPost-secondary education (Bachelor degree) in social or psychosocial mattersDutch certification of “Veiligheidsdeskundige” is a clear asset. If not in possession, corresponding training has to be started during the probationary period.In addition, minimum 5 years of relevant working experience in one or more of the following domains: psychosocial, social, medical, welfare service at work. Relevant professional experience in European institutions would be an asset.Experience as “Bedrijfsmaatschappelijk werker” is an asset.Experience or knowledge in prevention activities is an asset.Training in person of confidence would be an asset. Training in psychosocial prevention would be an assetKnowledge of the Dutch national social, administrative and legal systems.Presentation skills. It could be extended up to a maximum of 7 years or converted into an undetermined contract. Before being established in the post, external candidates will be required to successfully service a probationary period of 9 months.Internal candidates appointed to an established post or for an undetermined period: If successful, the person will maintain his/her current type of appointment yet be selected to fill this position under the conditions set above (determined period). At the end of this limited-term appointment, he/she will be transferred to the type of post and grade corresponding to the one he/she held before the determined appointment.Internal candidates appointed for determined period: If successful, the person will be appointed for a new determined period.This post is subject to security clearance.Pursuant to Rule of Application No. 2, Article 16a, the successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.This notice may be used to draw up a reserve list for similar posts.
