The incumbent is employedas a journeyman level Heating, Ventilation, and Air Conditioning (HVAC) Controls Technician to carryout skilled maintenance and repair work throughout the New Embassy Compound (NEC) on criticaland non-critical HVAC components within the functional/office buildings, on-compound ancillarysupport and residential buildings, above and below ground infrastructures, and other owned/leasedproperties. The incumbent specializes in the operations and maintenance of HVAC control systems, apparatuses,and components that are a part of the complex operating systems within the Embassy facilities. Theincumbent will perform preventive maintenance, repairs, routine service, testing, and when necessarythe replacement of the automated equipment. He/she will assist in the programming of controlsequence control devices and their interface with the Building Automation System (BAS) to maintainoptimized system performance and equipment maintenance. The incumbent will ensure that servicing and repairs are per the manufacturer’s guidance, meetInternational Building Code standards, and that equipment is functioning at peak efficiency; willincorporate safe work practice including lock-out/tag- out procedures. Qualifications RequiredApplicants must address each required qualification listed below with specific and comprehensiveinformation supporting each item. Failure to do so may result in a determination that the applicant isnot qualified.1. Education: Completion of secondary school. Successful completion of a minimum two (2) yearsspecialized vocational training program from an accredited institute recognized as producingjourneyman level HVAC Mechanical Technicians. A portion of the training must be in HVAC Controlsand the interfacing with Building Automated Systems Technology.2. Experience: A minimum of three (3) years’ experience at the journey-level in the installation, repair,and maintenance of commercial HVAC and/or other mechanical system digital building controls withinterfacing to the building automation systems. Work experience must show a progression ofincreased responsibility, and the ability to repair complex equipment, components, and systems.3. Language Requirements: Level III (good working knowledge) speaking/reading/writing English andLevel IV (fluent) speaking/reading/writing Dutch are required.4. Job Knowledge: The incumbent is required to know electrical theory, Ohm’s law, circuit wiring, thelaws of thermodynamics and their application to HVAC system design, installation, repair, andoperations and maintenance. The incumbent must have detailed technical knowledge of HVAC controlsystems and basic knowledge of how control systems interface with the other operating systemsincluding the building automation system. His/her knowledge base must be broad, encompassingmany different makes and models, able to perform the required maintenance on each system. Must be able to use tools of the trade in order to install,troubleshoot, and repair the components associated with the HVAC mechanical controls and theirinterface devices with the building automation systems. Additional skills include working with thebuilding automation systems, emergency power sources including UPS’s and standby generators,distinguishing frequencies, sounds, color codes, and odors in the operation of equipment in order totroubleshoot for repairs. Must have substantial skill in comprehending engineering reports,specifications, and related materials in English.
